The scheme targets land from 118 to 152 Whitehall Road with the site earmarked for development currently owned by Sandwell Council.
A report on the project has been to the Regeneration and Transport Cabinet and Advisory Team seeking authority to dispose of the site to Jephson Housing Association.
The proposed development for the site will consist of a total of 18 affordable housing units consisting of 12 homes for rent and 6 for shared ownership.
Anticipated start date for the development will be early spring 2009 and completion mid spring 2010.
The council will have 100 per cent nomination rights to all the properties through Choice Based Lettings.
The properties are to be built to a high standard for sustainability, energy conservation, water usage, materials used, pollution and ecology.
The development will meet the Homes and Community Agency Design Quality Standards, this incorporates secure by design, a standard which enables Jephson Housing Association to ensure that the scheme design reflects advice obtained from the local police liaison officer.
Cabinet member for regeneration and transport Cllr Bob Badham said: "This is an excellent scheme and a golden opportunity to help find good quality affordable housing."
