The Audit Commissions report Better Safe than Sorry (2007) states that accidents are a serious public health problem. Unintentional injury is a leading cause of death and illness among children aged 1-14 years, and causes more children to be admitted to hospital than any other reason. 50% of injuries to the under 5’s happen in the home.

A key aim of Every Child Matters is for children to have the support they need to stay safe. The Early Learning for Safety Programme (E.L.F.S.) raises awareness in parents/carers and children of the accidental injuries that are common to three to five year olds.  It is a six-week programme that covers the following elements:
  • E.L.F.S.Falls
  • Choking and accidental poisoning
  • Fire, burns and scalds
  • Cuts
  • Drowning
These elements can be delivered in the following ways:
  • Activities from the E.L.F.S. resource pack with 3-5 year old children in their Early Years Centre.
  • Health educators facilitating an interactive workshop for parents/carers (injury prevention, first aid and emergency life support techniques) and children (what to expect from a visit to hospital for the treatment of an accidental injury).
  • Parent/carers sharing in and supporting their child’s learning by undertaking a series of injury prevention homework activities (information sheets and pictorial games like snap, lotto and dominoes).
