The Audit Commissions report Better Safe than Sorry (2007) states that accidents are a serious public health problem. Unintentional injury is a leading cause of death and illness among children aged 1-14 years, and causes more children to be admitted to hospital than any other reason. 50% of injuries to the under 5’s happen in the home. A key aim of Every Child Matters is for children to have the support they need to stay safe. The Early Learning for Safety Programme (E.L.F.S.) raises awareness in parents/carers and children of the accidental injuries that are common to three to five year olds. It is a six-week programme that covers the following elements:
